Políticas institucionales de (des)reconocimiento: barreras multinivel en un protocolo de cambio de nombre en una universidad española

Este artículo analiza un estudio de caso sobre la política de cambio de nombre en una universidad pública española como una política institucional de reconocimiento y acceso efectivo a derechos, a partir de las experiencias de personas trans y no binarias que utilizaron el protocolo. El Protocolo de Identidad de Género, implementado en 2018, permite solicitar cambios de nombre de uso común e inscripción legal en infraestructuras institucionales clave (p. ej., matrícula, docencia, evaluación y plataformas digitales), poniendo de relieve la brecha entre los derechos formales y su ejercicio efectivo en la vida administrativa y académica cotidiana. Mediante un muestreo intencional, el estudio explora las experiencias de nueve personas usuarias del protocolo (incluyendo estudiantes y personal docente e investigador). A través de entrevistas cualitativas, los resultados muestran barreras como falta de claridad, información incorrecta o contradictoria, ausencia de respuesta, problemas técnicos y confusión sobre los pasos del procedimiento en múltiples unidades y sistemas organizativos. Estos obstáculos generaron frustración, incomodidad y malestar emocional, así como episodios recurrentes de (des)reconocimiento en rutinas diarias, evidenciando cómo la opacidad burocrática puede funcionar como mecanismo de exclusión en arreglos institucionales que formalmente se presentan como inclusivos. El estudio muestra cómo el (des)reconocimiento, la opacidad burocrática, la violencia simbólica y las limitaciones tecnológicas actúan como mecanismos de exclusión que pueden debilitar la pertenencia, la seguridad percibida y la participación. Se argumenta que incluso políticas progresistas pueden reproducir violencia estructural y normativa cuando la implementación carece de transparencia, rendición de cuentas y formación adecuada, y cuando la carga de “hacer funcionar” la inclusión se desplaza hacia quienes se ven más afectados. Al enmarcar estos procedimientos como un problema de política social de implementación y gobernanza, el artículo conecta experiencias micro con dinámicas organizacionales meso y con disputas más amplias sobre ciudadanía, reconocimiento y derechos. Al centrar las voces de las personas afectadas, esta investigación contribuye a debates sobre violencia institucional e injusticia epistémica en la educación superior desde una perspectiva de políticas sociales, ofreciendo claves de mejora para traducir políticas afirmativas en prácticas cotidianas consistentes.
