Abstract

The present paper expects to put forward an articulated view between the approaches of public policy analysis, which consists of cognitive, deliberative, narrative and discursive elements, and critical discourse analysis (CDA). The objective is to propose CDA as theoretical foundation for public policy analysis — of gender in this case — applied to policy documents in which are found the guidelines, plans, programs and projects, taking into account that public policies are conceived as discourse constructions, wherein relations of domination, exclusion and inequity are present, so CDA, in questioning such phenomena, allows the analyst to reconsider present policies and to create alternative inclusive discourses that don't reproduce the imaginary of gender inequality.
